I have same problem as you, but i have 2 different controllers: DualSense and Logitech. Steam recognizes both of the controllers as there, and separate. I'm using both controllers wired, and as mentioned, both of them work on their own. I also tried the XINPUT trick Egon mentioned but it only seemed to totally disable the controllers for use from in-game. No matter what I do with controller configuration or settings (I long ago enabled switch pro controller support in steam, I've been using it for single player games for a long time), I can't get the second controller to activate player 2.
